A one year old basset hound named Jack living in Fulda, Germany, made it into the Guinness Book of Records for having the longest ears in the world. They measure 33.2 centimeters, or just over a foot long.

Here's a picture of another long eared basset hound. Mr. Jeffries, whose ears measure 29.2 cm (11.5 in) lives with his owner, Phil Jeffries, in West Sussex, England. Mr Jeffries' full name is Knightsfollie Ladiesman and he is the grandson of Biggles, the face of Hush Puppies shoes. His ears are insured for 30,000 pounds ($47,800).

Here's a picture of Jack, who is owned by is Carsen Baus. From what I've read, they do not tie his ears up.
